Add license for ASE_PARTITIONS SYBASE

I have put the license file in $SYBASE/SYSAM-2_0/licenses for
ASE_PARTITIONS SYBASE.. what's the next step to activate the license,
stopsyb/startsyb or ?

How to determine how to estimate quantity of ASE_PARTITIONS licenses require OR there is no criteria quantity for ASE_PARTITIONS will get decided automatically depend upon License model type.
